DEWA is the Dubai Electricity and Water Authority the utility provider whose account activation powers a property at move-in.
What It Is
DEWA is Dubai’s government electricity and water utility. In a property context, “DEWA” usually refers to the DEWA account: the connection that must be opened, transferred, or activated in the new occupant’s or owner’s name so the property has power and water. It is identified by a DEWA premises/account number tied to the unit.
What It Is Not
It is not district cooling (chilled-water air conditioning, billed separately by providers such as Empower), and it is not the developer or community service charge. DEWA covers electricity and water only; cooling, gas, and community utilities are separate accounts.
Where It Sits In Process
DEWA activation sits at handover / move-in, after ownership or tenancy is registered. The account is opened or transferred once keys and the Ejari or title record are in place, and is a prerequisite for occupancy and, in many cases, for visa and residence steps that require a utility bill as proof of address.
