A master developer is the company that develops and controls a large master-planned community — its land, infrastructure, roads and shared facilities — and sets the framework within which individual plots and buildings are developed.

Where you’ll see it

You’ll see the master developer behind major Dubai communities. They deliver the overall infrastructure and often sell or grant plots to sub-developers who build individual projects, while retaining authority over community standards and approvals.

Why it matters

The master developer’s rules and approvals affect every owner in the community — from NOCs to community service charges and design standards. Knowing who the master developer is helps buyers understand who governs the wider environment around their unit.

What it is not

A master developer is not the same as the sub-developer who builds a specific building within the community. It is also not the owners association, which manages a building once owners take over.

Example

A master developer creates a community with its roads and utilities, then a sub-developer builds an apartment tower on a plot within it — both governed by the master developer’s community framework.
